The title refers to the opposition between those Jews that have “made it” and have successfully reached the up-town «where each one is like a well bred and fed puppy dog, that can barely hear the hungry howls of the wolves out in the forest» and their savage brothers. There is no solidarity between them, the dogs fear and try to drive away the miserable wolves confined to the ghettos. To them they are the shaming reminder of what they could have become.
